ZRA's downloaded clearing-agents schedule lists Ultima Clearing and Forwarding Limited for Final Clearance + RIT Only through 31 December 2026. RIT means Removal in Transit. Each declaration still needs the correct route, Customs Procedure Code, supporting documents and bond instrument.

Transit Declarations Before Border Arrival

ZRA's current transit procedure says the clearing agent makes the commercial-consignment declaration before the goods arrive at the border. The physical goods must match the declaration, and original documents are presented when the goods arrive.

Transit document checklist

The documents depend on the goods and route. ZRA's published list includes:

  • Commercial Invoice;
  • airway bill, road manifest or cargo manifest;
  • Bill of Lading;
  • contract;
  • certificates; and
  • permits for controlled or restricted goods.

Customs Processing and Transit Release

ZRA states that the ASYCUDA processing fee is payable after the declaration is made. Payment triggers the declaration for the appropriate customs intervention. If the declaration is correct, Customs issues a Release Order—its authority for the goods to move—and a transit document. Incorrect declarations can produce an additional assessment and penalties before release.

Report to the exit port

For road transit, ZRA requires the goods to report at the exit port within five days from leaving the Customs Yard at entry. The corresponding period for rail transit is 30 days. Seals and documents may be checked at exit before the transit is acquitted.
