Customs Clearing Experience Since 2003
Miss Mwangala began working in customs clearing in 2003. She leads Ultima Clearing and Forwarding Limited from Livingstone, with experience spanning vehicle imports, commercial consignments and transit movements through Zambia.
That experience shapes the platform. Re-entering invoice details, comparing documents manually and following up for missing information all take time. System interruptions can add further delays. The answer is to prepare better, keep accurate records and make the information available to the people responsible for the shipment.
Ultima’s digital direction builds on the judgement of experienced clearing professionals. It gives them better tools to check the work and gives customers a clearer view of the process.

Preparation at the Pace of Trade
Our ambition is to prepare manifests and declaration documents in minutes, not hours, once complete consignment information is available.
As border scanners process vehicles faster, paperwork should be ready to keep pace. Ultima is developing a platform that reads documents, organises consignment details, calculates charges and prepares the filing for licensed review.
Faster Preparation, Accountable Human Review
The goal is to remove repetitive administration, not the checks that protect the customer. Missing information and conflicting records must be resolved before a declaration is approved.
Technology prepares. A licensed clearing agent reviews and authorises submission. ZRA remains responsible for customs assessment, intervention and release.

Better Borders Need Better Preparation
At the commissioning of the upgraded Nakonde One Stop Border Post in March 2026, President Hakainde Hichilema called for simpler cross-border movement and greater use of digital identity. RDA also reported Minister Charles Milupi’s statement that the new cargo scanner can scan more than 100 trucks per hour.
That is scanner capacity, rather than the number of consignments completing every customs step. The opportunity for clearing companies is to make document preparation more efficient alongside the investment in physical infrastructure.

How we are developing the platform
Less Repetition, More Thorough Review
One organised request should provide the foundation for the quotation, declaration and case record. Our development priorities follow three principles.
Clear Calculations, Itemised Charges
Calculate fees from the consignment and applicable rules. Show the agency fee, bond requirements, duties and other charges separately so the customer can understand the quotation.
Licensed Review Before Every Filing
Present the prepared documents to a licensed clearing agent for review and approval. Automation supports professional judgement; it does not replace responsibility for the declaration.
Before the truck reaches Zambia
Prepare Before Reaching the Border
Document preparation can begin while the consignment is still on its way. Send the invoice, transport records and goods details early so missing information can be addressed before arrival.
For a driver, this means the office can organise the paperwork and review costs remotely. For the business, it means a clearer record of the shipment and the instructions given to the clearing agent. New requests can also begin at the border.
